I have found that policies vary greatly across the vending industry. The greatest thing you can do, is know your industry.

1 - know the energy consumption for every make and model machine
2 - know the "blended" rate for electricity in your area
3 - Use 1 &amp; 2 to accurately calculate the cost to run different machines or use a portable meter to measure
4 - Convey the energy costs to customers so they know how much each machine costs them - you can provide a payment as a "courtesy" (not a commission) to offset electrical costs
5 - only pay commissions based on sales and have a prepared document showing the different commission levels. Ask an accountant to help you do this. 

It is a shame that the industry does not have standards for this. Many vendors will say one thing just to get an account but since it is an all cash business . . . often times they pay much less than they should. If you are honest and know your stuff, clients will see that and trust your business.
